California has fields of parking – enough, according to the recent Bay Area Parking Census, to wrap around the earth twice! Many parking spots in private lots and garages are empty at predictable times of the day or week. Even so, many new developments continue to include abundant parking, which increases housing and other building costs, downgrades the pedestrian environment, and spurs driving and congestion.
